COD: WAW problems on vista laptop?

i have a new hp entertainment pc with intel gma 4500hd. which is decent graphics for 3d games. I installed world at war, put it on low graphics to see how it went, and it still lags. It works properly and goes fast when I look at the ground, but when I look up at the action in the game, it slows down. Whats wrong?
