My octopus said he was indecently touched by a fish at a recent party. Is it likely to be a groper?

He said it's no big eel and is just someone sea-horsing around but I think this is an urchin matter. I asked around but of course all the usually noisy oysters clammed up. Shouldn't the police scale up the investigation and coral up all the guests, grill them to get to the bottom of the trouth?
